The inability to use regular transit must be because of a disability or disabling health condition. Vans are equipped with a wheelchair lift. Service is limited to areas within mile of an operating bus route or BART station.
  
  The Americans with Disabilities Act (ADA) is a Federal Law that prohibits discrimination based on one's disability in regard to employment, public services, and transportation. The ADA guarantees people with disabilities equal access to public transportation. Public transportation providers cannot refuse service to those with disabilities.
